Bond ratings help determine the amount of interest municipalities will pay when they issue bonds to raise capital. North Bend’s previous bond rating was an “A-” and was elevated to “A” on April 2, 2009.  North Bend remains in the “Upper Medium” investment grade but has been elevated within that grade.&lt;br /&gt;&lt;br /&gt;“We expect that this will result in cost savings to the taxpayer’s in the future” said North Bend Finance Director Elena Montgomery. “This is especially beneficial on long-term bond issues of 20 years or more”. North Bend Mayor Ken Hearing welcomed the news. “I love it when we can find a way to reduce the obligation on the taxpayers. Petition organizers collected more than the necessary 60% of the signatures of owners by assessed valuation, reaching 64% as of Thursday morning.&lt;br /&gt;&lt;br /&gt;The Assessor will now verify the signatures on the petitions and will certify the petitions if all is in order. The City Council will consider a motion to set a public hearing this Tuesday at their regular meeting (April 7). If the Council acts, a public hearing will be held on April 21st to decide whether to issue a Declaration of Intent to Annex.&lt;br /&gt;&lt;br /&gt;If the Council does issue the Declaration, the annexation issue will then be transfered to the King County Boundry Review Board. That Board must decide within 45 days whether they intend to exercize jurisdiction, a move which would be unusual.&lt;br /&gt;&lt;br /&gt;Editors Note: Congratulations to the Annexation Petitioners who, in about 8 weeks, gathered signatures representing about $115 million dollars in assessed property valuation. The contractor, Rockwerx, from Massachusetts will be working with city staff to finalize the design and start the construction process. The climbing rock is scheduled to be completed in time for a public dedication on August 8th during the Festival at Mt. This annexation would expand the geographical boundaries of North Bend by approximately 33% and would bring the Urban Growth Area north of Interstate 90 into the corporate limits all the way to Truck Town. The Stilson Annexation area, which abuts Opsted Elementary on the east and south, is the second area authorized by the City Council to circulate annexation petitions in the last 2 months. Stilson is significantly smaller than the Tanner Annexation area which stretches from the existing eastern City limits all the way to Trucktown. The initial petition to the City Council from the Stilson property owners was signed by those with 62% of assessed valuation. This is in excess of the necessary 60% needed to move the annexation forward. Dinner will be provided by the Mt. Si High School Culinary Program and entertainment is from the Gansango Dance Group. There will also be crafts for the little ones. This area is slightly larger than 1.25 square miles and is known as the Tanner Annexation. The geographical boundaries are quite similar to those of the recent Utility Local Improvement District (ULID). The new anticipated completion date is mid-March.&lt;br /&gt;&lt;br /&gt;The initial closure in November was a result of the King County Department of Transportation finding that the bridge at that location is in a failing condition.&lt;br /&gt;&lt;br /&gt;The City recommends the use of SR 202 between Snoqualmie and North Bend as the alternate route.
